Healthcare IT Provides Part D Life Raft

RYE BROOK, NY With the May 15 deadline looming for Medicare Part D enrollment, health plans are evaluating how well IT systems have served them.

Despite reports on what has gone wrong with Part D implementation, executives at healthcare IT companies say they have prepared their customers well for the plunge into the unknown.

Silverlink, provider of automated voice solutions for healthcare organizations, has contacted five million eligible consumers through 200 separate programs for 12 clients to support Part D communication.

Stan Nowak, Silverlink's CEO, said the HIPAA-compliant, mass-personalized system, which delivers actionable information to phone callers, is not only more effective than e-mails but is the preferred form of communication for the elderly.

Universal American Financial Corp. a specialty health and life insurance holding company that provides health insurance and managed care products and services to the senior population, began the implementation of the TriZetto Facets administration system in March 2005 to configure and administer its Part D business.

The company also engaged TriZetto consultants and its Denver, Colo. -based hosting facility to enable it to go live in mid November 2005.

"It was a challenge to be ready for Part D for everyone," said Frederick Rook, UAFC's CIO. "Flexibility is key. We learned along the way, and the system was flexible enough to make changes in time to go live within a very short implementation process."

Rook said he was pleased with TriZetto's development group's capability and the added capability to the Facets platform's core functions.

"From a technology standpoint, we are well positioned for the May 15 deadline and for additional growth," Rook said.

Larry Bridge, TriZetto's senior vice president of government programs, said those who have made the smooth transition need to look beyond May 15 to processes that the Centers for Medicare and Medicaid Services have not yet mandated but are required by Part D.

CMS will soon look at pharmacy data events, medical management and therapy programs, and fraud and abuse programs.
